Um. Since I moved into the District in December 2012, yesterday was the 4th. There was the guy I thought was breaking into a car but who actually locked his keys in his car. There was the street masturbator. Then there was a loud party - so that one wasn't a big deal but it was like 1am and I was having none of it. Yesterday someone was attacked across the street from our house - we think it was DV because the woman got away and then the guy just sat in his car right outside her house. So 3 times for crime/suspected crime and once because KIDS THESE DAYS!
The masturbator was that I was walking to the drug store. I saw a guy in the next block who seemed like he was weaving as he walked. I got an off feeling about him but told myself not to be paranoid. As I walked down the street, the guy disappeared into a yard so I thought he'd just gotten to his house and went home. NOPE. When I passed where he's disappeared, he was in the yard, facing the sidewalk, pants around his ankles, just masturbating.
A friend of mine in Berkeley (NOT ESF, for the record!) was surprised I called the cops. I was like, "Dude. You have been in Berkeley way too long. In the normal universe, we call the cops when there is a dude jacking off in the middle of someone's yard." FFS.

Whoa, please tell me you didn't call 911 for a loud party. 911 is for emergencies only. I think the police need to do a better job of getting that message out and putting their regular phone number out there with the public for non-emergencies.
I have my own street masturbator story. I was once tossed out of the city of Providence because of a street masturbator. I was 21 or 22 and was going to a gay club with my friend and my sister. We scored a parking spot on the street nearly in front of the place. We didn't get out of the car though. There was a guy called 'Stormin' Norman' masturbating on the sidewalk. My friend kind of knew him; Norman was retarded and hung around downtown all the time. He yelled at him to stop and when he didn't, we just sat in the car, waiting him out. We were talking, touching up our hairspray (it was the 80s!) or whatever.
Next think we know, there's a cop on horseback next to the car rapping on the window. He wants to know what we're doing there. We start to explain how the guy on the sidewalk....only the guy is gone now. Either we'd been so involved in our conversation, we hadn't noticed him leave, or else the sound of hooves made him scram. Policeman doesn't appear to believe our story - who makes something like that up? Policeman checks IDs and shines his light around the car looking for drugs or alcohol. Then he tells us "get out of here. Leave the city."
And for some reason we complied. At this point, I can't imagine why. Except my sister and friend were actually underage for the club, so maybe we felt we didn't have grounds for an argument there. But before we left the city entirely, we ran into someone with car trouble parked on a narrow road. My friend gave them a jump, and we got on the highway to go home....only to have his hood fly up while we were driving full speed and on a dangerous curve! I guess the guy who got the jump didn't close the hood well, and somehow the wind caught it and now we're careening down the highway completely blind! We managed to get to the breakdown lane without being killed and couldn't close the hood because it was now out of line. We tied it down with some bungee cords and got the hell out of Dodge before the cop that kicked us out found we were still in Providence, LOL. So it ended up being an expensive night for my friend, even though we didn't get to go out. But at least we all now have a story of how we were once so badass that we were banned from Providence!

Our city doesn't answer the non-emergency number after hours. So I would have gone with 911 too if it was loud enough.
Wow, I'd be pissed at a police department that wouldn't answer the phone! Sorry, I'd never heard of such a thing - I've only heard threats about criminal penalties for calling 911 with non-emergency matters.

It's the same with retarded. If you use "retarded" incorrectly as an insult, then shame on you. You're making a statement that being retarded is "bad".
That's not how I use it and I never have. My aunt was retarded, so I have only ever used that word in relation to the condition and never once in my life as a slur. I can't abide when people do that. I don't allow people to use the N word in my presence and I don't allow them to use "gay" or "retarded" as an insult either.

I think sandsonik is referring to the fact that people with intellectual disabilities are still classified technically as "mentally retarded" on official legal forms, for example. If their IQs do in fact meet the level, they will be classified that way.

I was not using it as a joke. I was not excluding anyone. I was not scoffing at anyone. I don't use the word as a casual descriptor of anything flawed, negative or "dumb", pardon the phrase. I was not using the word in any of the ways protested in that article. Would never dream of it.

You are using the same rationale for using the word "retard" to describe someone with Down's syndrome as people who use "illegal alien" to describe immigrants without papers. In both cases, the terminology is wrong not because it's inaccurate but because it's hurtful.
