I'm working on my very first dress for *nerd alert* a cosplay at a comic convention later this month. I laid out the pattern tonight and cut my pieces, and I'm almost positive the dress will end up being too short for what I want.
I have to buy more fabric and start over, right? There's no way to salvage it? I'm pretty sure I knew the answer here...

It depends on the pattern, the fabric, and the finished look. Is it a commercial pattern?
Yes. It's a Simplicity pattern (this one). It came in two versions - short and long - and like a dummy, I thought the short version would be long enough. Once I got the pieces cut out, I realized I really should have gone with the longer version.
Is there a seam at the waist? If so, you could buy more fabric and just cut out the "skirt" pieces for the longer version. How much too short is it? Sometimes I will just use 1/4" seam allowances instead of 5/8", and then just do a very small hem, too. Good luck!
Your link doesn't work and I really need to see the pattern to answer. You almost definitely don't need to start over. You probably only need to lengthen the skirt pieces. I would buy more fabric and re-cut, probably, but I'm pretty meticulous about my work. Also, it's a costume, so you may not need to put as much effort into it.
