I actually just got off the phone with AT&T due to an erroneous charge on our bill and the representative I spoke with kept telling me the same thing about their system being slow. Unfortunately I've had to call them numerous times but this is the first time I've ever had them tell me their system is slow so I don't think it's a tactic.
If you have UVerse, you most likely don't have FiOS in your area. I've actually had a lot of trouble with FiOS cable, but the internet and phone components are good. They just aren't, like, leagues better than Time Warner or Comcast, in my experience.
Have you tried dialing whatever number it is to cancel services? When we dialed that number, I'm pretty sure the call was sent to a US call center instead of overseas.
As someone who worked in a call centre before, the system does breakdown with annoying frequency, so it's entirely possible he was dealing with crashing software and typing his notes in word or something in case everything crashed.
That said, I do understand the appeal of talking to North America based customer service. I hate getting someone on the phone that I can't understand and who doesn't understand my questions.

Um....why are you calling them? Don't you have a local AT&T store? Thats the fastest way to get anything changed on your account and you can deal with a live human. Also if you are calling right now you probably aren't talking to someone in India. They are 13.5 hours ahead of us and its the middle of the night. AT&T has call centers in the US and every single time I have called them I get someone in the South.
