H went over to check on FIL's house last night (FIL is in the hospital) and discovered that the electricity was out in part of the house. He checked the fuse box and all was fine. He looked for a second fuse box and found nothing. It was late and dark, and he was tired, so he didn't stick around to conduct a thorough inspection.
Any thoughts on what would cause a partial outage?

Ditto the GFCI outlet getting tripped. Often they're in a strange random place. If your FIL is feeling well enough, it will be easiest to ask him where it is instead of hunting for it yourself.
We had a similar thing happen only the power loss was intermittent. It turned out to be a problem with the connections to the house. The power company came out and replaced them.

I was going to come and say this as well. It was very strange, but the connections were lose. Those were tightened and voila - let there be light! (idea)
