I was thinking I could possibly cook it in the crock pot all day to make it tender and then add broccoli and sauces to make my own take on beef with broccoli. Is that possible with this cut of meat?

If you crock pot it will get stringy which isn't appealing to me for Chinese. Ropa Vieja, stroganoff, soup, goulash, paprikash, tagine all come to mind. You can cut it down a little further and stir fry. It might not be super tender but if its small, it would be fine.
