It seems like it's intended for bigger children who need a seat &/or harness. Our grocery store has the same one. It's not the same as the huge cart for multiple children (which we don't use either bc we just don't need it.)

Also, I have been to dozens of parks in multiple states and have yet to see that wheelchair accessible swing. If I didn't know any better I might think rainbow-farting unicorns are actually a thing where KC comes from.

I wouldn't let my child use that either, but I also don't even use the big multiple kid monstrosities unless I have multiple kids.
I hate pushing that thing. But sometimes the easiest way to make it through a target trip is throwing both kids in it and getting them a pretzel to share

That's not it either. I've found one pic of a similar cart online but can't figure out how to post. I should've taken a pic of the one at Harris Teeter today.
We don't have car carts except for Home Depot so problem solved there. But that bench seat one at target isn't nearly as bad as the ones with the two seats that face each other. Anyone know what I'm talking about!? They are awful to push

We have a couple of targets with those but most have the one I pictured.
Except both of them have broken buckles on at least one seat, and even at close to age two my kiddos still slide out of the big seats without being belted in. I just use the stroller if I have to take the kids to Target. You'd be amazed how much crap a City Select can hold.

Our Target has the facing each other ones. I used it once because DD really wanted to get in and there are always a bunch just sitting there. It was ridiculously difficult to push/steer. Never again.
Car carts are also hard to steer but they're so worth it for us because DD just sits in them and is quiet for the entire trip.
