How awful! I'm not sure how police deal with this in the States. In Canada we have a civilian group (SIU) that investigate when ever someone is hurt or killed involving police. Does the states have anything like that?

I think it depends on the city. I think it's common to have a civilian review of some sort, but it can only make recommendations.
H says passengers aren't restrained in the transport vans (as in no seat belt) and the cops in the city drive them like sports cars. It's theoretically possible that he was thrown around in the car in such a way as to incur this kind of injury. Theoretically. That's some shady shit that the police won't release any other details.
