I haven't found many that we like, and I think maybe I'm missing something. I'd prefer them to be free, but I'm willing to pay a monthly fee if the app is somewhat educational.
We've tried ABC Mouse but DS didn't really like it.
PBS Play and Learn - I'm pretty sure that one was free Daniel Tiger app was a big hit
I have a Kindle Fire and DS (3) uses Kindle free time which has access to hundreds of videos, books and games. Some of them I don't love that he has access too, but I recently got an email that soon they'll allow parents to regulate that content. (It's just been all or nothing.)

Curious George Zoo has been a HUGE hit, but DS2 *loves* animals. I bought the expansion packs so he has the outback, farm, arctic and jungle animals.
Anything Thomas, they really like to color/paint in any app that has that.
PBS Kids, Noggin, Disney JR and Nick JR all are free and allow you to watch episodes as well as do activities.
We like another set but I can't remember the developer name, but the apps are Endless Reader, Alphabet, Numbers, and then one that has to do with spelling, it has Word somewhere in the title. These might be more preschool level.
I got "Kids youtube" App and LOVE it. I stumbled upon it when it just came out a few months ago. BESTTHINGEVER. While it's not "education" it's definitely entertaining for my kids age 3-5.
I also have the Disney Jr app. Has lots of puzzles, games and free shows on it.

Toddlers love when I have Toca Boca games for them to play with. Look for website that lets you know which apps are discounted free for the day. That's how I've gotten Toca Boca ones and few others that have been really nice.

I have apps gone free downloaded on my phone and they have a few free kids apps offered a week. I've gotten several good Toca Boca apps and some other pretty good ones.
