You can do tension rods, depending on the window, but you need light weight (more cafe style) curtains. Or you could just screw them into the wall and either leave them or patch the holes when you leave.
My rental a few years ago had curtain brackets already (no blinds). It was a bigger expense than I thought it would be! But I ended up liking the curtains a lot and took them with me anyway. I did replace some of the brackets and curtain rods. Especially since I think one was, like, a dowel. I feel like I improved the unit, though.

I've always just hung curtains however I liked in rentals. I usually just leave the rods unless they fit in the new place. If the owner balked, then I'd remove and fill holes.
Landlord here: yes, hang curtains. We didn't even realize how much curtains were needed until our current tenant hung some. I have no idea how they are hanging and I don't care so long as she didn't cause any damage.

We always just hang curtains and patch and paint before we leave. Honestly most places you can see where the last people hung curtains and we use the holes if we can. I don't understand how they expect you to live somewhere for a year or sometimes more without hanging curtains or some art.

I rigged up a curtain rod with command hooks, a thin PVC pipe, and decorative caps for the ends. It was mainly used to for my blackout bedroom curtain that I did not open and close. Looked nice
