I think it will depend on how hard packed it is. I have a crushed limestone driveway that is old and packed super hard, it is slow, but not awful with my Bob. My neighbors have a brand new one with deeper gravel that is still loose - it sucks to push the stroller on. Not as bad as sand, but it would be tough for me to run on theirs.

I don't run very fast so take this anecdote with a grain of salt, but I run on a gravel trail (so pretty loose) with a used baby trend jogger and don't have much trouble. It can get a little bouncy for my kid if I don't keep the tires pumped up, and on really loose sections can be difficult to navigate and drain your energy, but for the most part it's not much different from running on pavement. The bigger the tires, the easier it is to push through rough terrain.
