Seriously. About two months ago I spent the day at a golf tourney. I was so good and put sunscreen everywhere. And then I put lipgloss on. Very bad idea and I know better. So my lips got a little sunburnt. And they haven't recovered. I was sleeping with Aquaphor which seemed to help... but I now think maybe it made it worse? My lips are SO dry. Not peeling or flaking, just really really dry and need chapstick like every 15 minutes. Seriously. I can't even wear my fav lipstick, NARS Audacious, because it's so drying. I've used a gentle lip exfoliator (evoo and sugar) and when I got micro-derm last week the lady even did my lips. Im not sure what else to do. Rehab?
UPDATE: 3 months later.... I bought the Jack Black Lip Therapy and the Chopsaver. Both are good but I adore the Jack Black. It's really really fantastic. Lips are not nearly as chapped.... however they're still pealing and flaking. It's so annoying. I do drink a lot of water. I've pretty much stopped wearing my fav lipsticks. :/ I do need to nip this in the bud. I don't even know what to try I've got some friends pushing he R&F stuff and as much as I try and stay away from all MLM products, I'm tempted to try it. Any other recs?
You need to make sure you are drinking a TON of water and cut back on all lip product usage. If you are using chapstick 10x per day, try to cut back to at least 5x. The more lip product you use, the less natural oil your skin will produce. You need to allow your lips to learn to produce that natural oil again. It'll probably be miserable for a few days, but it will get better.

I've never had great luck with any Chapstick I've tried or Blistex. DH and I both love Chopsaver Gold. It has SPF 15 in it and heals sunburn much quicker. I also like Cat Crap. I've heard Chopsaver works under lipstick and since it's endorsed by orchestras it wears for hours since they wear it during gigs. I've had it clear sunburns in under a week. Cat Crap is a very popular with skiers and works well with wind. Both are all natural and moisturizing.
Someone here recommended Jack Black Intense Therapy lip balm to me a while back. I was having a really hard time with my lips and they were dry and painful even. The Jack Black stuff was life changing for me. I was using Burts Bees and it had to be applied all day long and generally never go without. After using the Jack Black stuff for a while, I was able to go much longer without applying it and my lips are in much better shape now. I tried SO MANY things with no luck.

Cool, thanks ladies! Yeah- it's actually not even chapstick brand. I'm not picky. I have Honest Co (which is think is terrible) Pucker Ups w/ Aloe, Aquaphor, and some other randoms. But no chapstick brand. I'l look into the ones FormerCityGirl posted and Jack Black. I've got to nip this in the bud before summer officially starts.

Chopsaver is the best in summer and Cat Crap is great for wind. I actually did a 4 hour road trip in our convertible with nothing on my lips on a day that topped out at 111 degrees. I put a couple layers of Chopsaver on before dinner, drinking, and dancing until 3 AM and my lips didn't need more until I was back at the hotel. By the next morning and two applications, a good amount of peeling was already starting to go. I was shocked. One of the reviewers said it will wear under lipstick. I don't do lipstick, but with how infrequently I reapply makeup, I'd believe it since I'm not reaching for this every 15 minutes. That one was actually made for woodwind players in major symphonies to last through entire performances without reapplication. Boston Philharmonic endorses it. I love the Cat Crap too. Quest Outdoor Stores carries it for about half of what Amazon does and I buy several at a time. I don't have to reapply that one too often either. It works great with the wind in the convertible, as a sunblock, and moisturizes. It doesn't heal thing like the Chopsaver which is why I keep both. DH also steals both now too.

Do you exfoliate regularly? (I saw you mentioned that you tried (once? not sure, it wasn't clear) in your OP, but I find you have to keep up with it). You can use a toothbrush, make an at-home scrub, or purchase a scrub.
Are you wearing anything else on your lips? Is it possible it could be a reaction or allergy?

Have you tried not wearing lipstick for a while? I'm definitely allergic to something in the Nars Audacious lipsticks specifically, and my lips get a little raw first, and then flake for a few days after I wear one of those.
A few years ago I had to go see a Dermatologist because my lips suddenly became super dry, not flaky, more like there was just no moisture whatsoever. They were red and hurt like hell. She gave me a sample of Dr. Dan's cortibalm and I swear they were better within a day or 2. I order it on Amazon and refuse to have less than 3 tubes at a time.

Finally I read about dermatologists prescribing cortizone ointment. I had cortizone cream so I used that and it was night and day difference right away. I only had to use it for a few days, and my lips recovered from whatever they had been reacting to.

I think they were reacting to EOS.
I also think my reaction was caused by EOS!! I had never had anything like that happen before, and after using EOS for a few weeks my lips were a disaster.
