My game plan for France in September was to take 2 carry-on rollers and then our 2 "personal bags" backpacks and try to limit all our packing to that. We're allowed a checked bag for international travel but I wanted to try avoiding it on the way there. Then planned on getting a box and packing up all our souvenirs (or dirty clothes) and checking that on the return.
I need to check what the sizing requirements for that is but the lady at Macy's told me its usually only 19" or maybe 20" (I was looking at 21") and I'm just not sure that will be quite large enough.
Anyway, we only have 1 really large roller and 1 medium non-roller so was planning on buying 2 small carry on rollers over Memorial Day weekend sales. I definitely don't want to spend more than $250 each, preferably closer to the $150-200 mark but want something that will LAST. I'm figuring Macy's will be our best bet?

We have this suitcase and just took it to London for a 10 day trip. It was perfect (we checked it on this trip, but we have used it as carry on before and it was fine). We bought this one at Macy's during an after Christmas sale I think.
Typically, cabin rollers are a max of 21". I think the Macy's person didn't know what they were talking about or was referring to a budget airline with smaller bag restrictions. However, I just went through a few of the major carriers and looked up their transatlantic allowances for you.
Air France:
To be accepted in the cabin, your hand baggage must not exceed the following dimensions: 55 x 35 x 25 cm / 21 x 13 x 9 in (including pockets, wheels and handles).
BA: Size and weight of your hand baggage. 56cm x 45cm x 25cm (22in x 18in x 10in) including handles, pockets and wheels. 45cm x 36cm x 20cm (18in x 14in x 8in) including handles, pockets and wheels. Maximum weight per bag is up to 23kg (51lbs).
Delta: Baggage may not exceed 45 linear inches (or 114 cm) in combined length, width and height, including any handles and wheels, with the exception of small musical instruments that fit in the overhead compartment space or under-seat space available at the time of boarding.
AA: Your carry-on bag should be:
Up to 45 inches (22 x 14 x 9 in) or 115 centimeters (23 x 36 x 56 cm) including handles and wheels Able to fit comfortably into the sizer we’ve provided at the airport
KLM: ** A piece of hand baggage may measure max. 55 x 25 x 35 cm / 21.5 x 10 x 13.5 in (l x b x h).
I still stand by my eagle creek recommendation in the other thread. REI has a 20% off coupon for them right now too, but that might be just a bit more than you want to spend.
Also, JMO, but Macys sucked when we bought luggage. It was my fault, since I didn't really do my research and just blindly got samsonite pieces that weren't great. I just wasn't super happy with either the luggage or experience since the sales person at Macys wasn't very helpful either.
Personally, I would go for something lightweight. To me, 8 lbs seems like a ton for a carry-on. If it was packed full, I would really struggle to get that into an overhead bin or carry it up the stairs during boarding. For that reason alone I prefer to stick with an ultra-lightweight bag for cabin luggage.
Once or twice I've had airlines actually weigh my carry-on, and even the mainstream carriers tend to have fairly low cabin baggage weight limits compared to the US. Last time I saw it mentioned anywhere (I believe it was on a home-printed boarding pass), United's cabin baggage weight limit was a whopping 45 lbs! As a quick check, I looked up the hand luggage weight limits for Brussels Airlines (26 lbs) and SAS (18 lbs).
Who are you flying to France, and do you have flights within Europe? If you're just dealing with an international flight in/out of Europe (especially if it's a US airline), you'll probably be just fine with a big whopper of a cabin bag.

Wow! That's the same weight limit as most checked luggage!
Also, re: the size limits... While most European airlines allow a 21" bag, there are a lot of 22" cabin bags sold in the US. Also, a lot of luggage is sold by the container size and doesn't include the wheels or handles! I had to check my old carry-on bag once because they asked me to put it in the size frame, and while the bag itself was okay, the wheels and handle stuck out far enough that it wouldn't fit into the metal size frame.

I have an unfair bias against Eagle Creek but that's because I bought this crazy fancy backpack for when I studied in France and it had a small "daypack" that could be separated. The strap failed on one side and I had to buy a new backpack after 2 months. This was 14 years ago, but I was never able to figure out how to contact them back then for a replacement or repair after off and on searching for the info for 2 years until I just gave up and it really soured me against them.
We'll be flying AA or one of their affiliates (which includes British Air) from Seattle to Paris. From there, our plan will be TGV to Nantes, renting a car in Orleans and driving down to and along the Med, then TGV back to Paris before leaving.

I have the eBags Motherlode 21" carryon and love it. I've flown with it to England, France and Ireland (more than once for each place) and never had a problem.
I also used JUST this bag and a "personal item" (small backpack) for 2 week durations in Europe for each trip. I am a carry-on only packer and this bag has allowed me to do it!
We have the Tumi Tech business traveler carry on roller. It is amazing, can't recommend it enough. We travel very frequently and this bag has been amazing. We're huge Tumi fans anyway but this one is in a great price point, I think we paid $179 for it on sale a few years ago.
