She needs to check for spyware in her home. If he purchased more stuff and had access to the house he is just disgusting enough to plant another camera. She might also want to get a RO against him to keep away from the kids and her. At least build up enough evidence to show a judge he should not have visitation or custody.

Also, she and her kids need to get new phones. You can install software on a phone that gives you access to everything. You can even turn the camera on at will and watch what is going on. Or listen to conversations she's having. He could track them down if the moved, or if she dropped the kids off at a friend's house. If he has installed something like that on her phone, the only way to get rid of it might be to get a whole new phone.
