I really do not know the Upper West Side at all, so my only suggestions there would be outposts of downtown places -- Parm? Han Dynasty?
If you're willing to go to the West Village, Piccolo Angolo is fun for birthdays.
Not sure how easy it will be to get a reservation for 10 for next week at these places (or whether Parm or Han Dynasty take reservations for 10 or more), but worth a try?
You could do Rosa Mexicano (there is one on west side in the 60's).I know it is chain but it is very accommodating of groups and it has plenty of non-meat options. I did a party at five napkin burger and they were very accommodating to be honest (this was the hell's kitchen one). There are limited veggie options so that is a concern. Essex is also an option. I've been there many times and they are very easy to work with and they tend not to busy at dinner.
You could any of the options in this restaurant family (http://www.thefiremangroup.com/) but your entrees would be more than $15 to $20.

two of the first places I thought of were Rosa Mexicano and Five Napkin Burger, so I'll go with one of those. Thanks!
