If you can't find a good, supportive sports bra with little straps, maybe consider sewing "strap keepers" into the shoulders of her uniform, and getting a sports bra that is as close to that color as possible.
As for the tan lines? Eh. It's skin, and it pigments differently for everyone. Try to find a suit that has the same lines as the uniform, but a little bronzer to blend any lines should suffice. It's HS colorguard, not the marine corps lol
I second the recommendation for the TaTa Tamer by LLL. I am a 36DD, and this really holds the girls in place. Also, I love that it fastens like a regular bra, I hate pullover sports bras.

Yes. Pull over sports bras are the WORST. I feel like I'm suffocating myself getting them over my head, shoulders, and 38DD boobs, blech.

Yes! Getting them on is bad enough, but taking a sweaty one off is the worst.
