Hi. I'm a mostly lurker who would welcome input on when you knew it was time to change jobs.
I started with my company 7 years ago right out of college. I've made several lateral moves but feel like I've missed out on a real and big promotion. I never want to rock the boat and so people see me as dependable but also maybe weak? Def not a squeaky wheel.
This last year they changed my manager 4 times. That is insane. I feel like no one cares about my development.
Absolutely, yes. The thing about looking is that it's not a commitment. What does it hurt to simply see what else is out there and if you find something better or that might be better, then it's time to make the (possibly) tough decision. In this case, I think you're sure to find something better.
Yes, I'd be looking. However, I think it would also be beneficial to have a talk with your bosses about what they need to see from you in order to trust you with a higher level of responsibility. It sounds like you're not demonstrating leadership qualities.
Hmm. Maybe. I do lead a committee but the board is not related to my department so that's not working in my favor.

Very true. I'm way too loyal. Looking feels like cheating! Of course they just laid off 30% of my department so loyalty probably isn't very prudent right now.

I'd definitely look. I remember seeing a discussion on the board some time ago about how long to stay at an employer before it becomes detrimental to your resume. I believe most of the responses were that it is good to stay 3-5 years at least because it shows your don't hop from job to job willy nilly. However, you shouldn't stay more than 8-10 years unless you plan to retire at that job or you are seeing a good amount of upward movement. Having a few jobs on your resume gives you opportunity for growth and shows employers that you are willing to learn and try new things. It also sounds like you also have a greater chance of making a positive career move if you leave.
