Someone in a parking lot in general viewing of the rest of the world and where I already was?. I'd consider moreso.
This. I've actually needed a jump before when I was sitting in a parking lot, and someone helped me right away. But we were out in the open in a huge lot in front of Hobby Lobby. I so would not help someone in an alley or anywhere 500 other people couldn't see me.
But no, I don't go and hang out with men who have weird vans parked in alleys. To get my help, there would need to be a baby (that I can see) locked in the van, or something. (Not to jump the van, off course, but to help get the police, or break the window or whatever).
In that situation, no, I would've told him about the same thing.
But, yes, I will help people jump their car in a normal parking lot. I've even offered my cables if they don't have any.
Once, when I was 16, some dude came into my Pizza Hut and asked us if we could give him a jump. I went out to the (broad daylight, crowded) lot with him and gave him my cables. He never came in and gave them back. Sad trombone.

............Didn't he need another car to clip the cables to?
Yeah that would make sense right? Maybe he just needed the cables, I don't remember (20 years ago). The whole thing was shady. In my paranoid head, he came in looking for a jump bc he was hoping one of the delivery guys would take him out and he could hold him up for tip money, and then he got young, stupid, phone answering me and abandon the plan. But that's me being crazy.
All I know is I went out to my car with this dude, gave him my cables, and never heard from him again, and got in trouble bc it was my dad's car (and cables). Also for going out to the parking lot alone.
I have in the past and would again; I've even given away my jumper cables when I couldn't stay to help (I figure if you have cables you can usually find someone to help)
