We don't have stairs in our house but ILs do (wood with a hand rail) and I just started letting her do them by herself. She insists on going slow and using the handrail (for down)
For a while. Before A was born for sure I remember nannying and having to help the boy who was 6 months younger and Brady doing just fine going down by himself. We have the gate up for Amelia now and it's such a pain. I look forward to when that can come down again
We don't have any in our actual apartment, but we live on the second floor. He does them totally by himself, but I am there since we are either coming home or leaving. His best buddy lives downstairs, so I guess he occasionally does them by himself if they have a play date/they know he's on his way.

We live in a single story, but I let Graham do the stairs alone at friends' and family members' houses. DH doesn't like it, but I am not worried. G is cautious.
Blake's first childcare provider and I butted heads on apt of things, but one thing that she did really well was teaching the kids to safely use the stairs. She taught him to flip on his belly and slide down, so he has been doing that alone pretty much since he could walk. Now, he walks down them by himself all the time. I will grab his hand if they are concrete or something with no rail, but I would say he is independent on the stairs 95% of the time and has been for awhile.
We have wood and carpeted stairs and he does them all by himself. He's very careful about holding the railing, especially on the wood stairs and on those I'm usually right in front of him
We do not let her use the basement stairs since they are steep. In the future we may put a play area down there, but right now, I'm not comfortable with it.
I would let her do the carpeted stairs to the upstairs, but we don't really use the upstairs right now so it's still gated.
We let her use the stairs freely at our house. We will be playing in the basement and she will want something upstairs and insists that I stay there. lol The baby gate is still up because one day Andrew will crawl and also to keep her from going downstairs if I don't want her to.
