All in attendance is typical but not universal. I have been to a couple of parties in the last year that didn't offer any food to the adults and it wasn't a drop off party.
ETA: and I judged those people HARD especially since one was at lunchtime. We always have food and cake for adults and kids.
Since my kids are both under dropoff age, I always have enough pizza and cake for kids and adults. I also always have veggie platters, chips, hummus and soda for the adults while the kids are doing whatever activity its is.
This seems to be the basic model where I live. I would be upset if I had to watch everyone else eat cake!

So this means you are an actual invited guest, not just there because your kid was invited and you can't drop them off yet or whatever. That is so rude, there should be enough food, cake included, for all invited guests.

I usually do pull apart cupcake cakes and the extra ones I need are more simple (read cheaper) in design but are still from the same amazing bakery so they taste the same.

Cake for everyone. If the parents are expected to stay I think it's rude to not feed them and offer them cake.
I mean, if the party is at lunch time do they expect the parents that will be there watching their kid to bring their own food? Come on, this is basic etiquette.
Cake for everyone. We have only been to one (a month ago) where they had cupcakes for the kids and nothing for the adults. It wasn't a drop off party and they were from a really good bakery. I wanted a cupcake!!
In my experience cake is always offered to adults but almost no one takes it. I love cake so I always have a piece but am often the only adult eating it. Maybe that has been the past experience of your hosts so they stopped buying extra?

If I were pregnant and invited to a kid's party as a childless (well out of the womb child) adult, I WOULD FUCKING HULK RAGE all the way home to my husband, lol. And then make him stop at Costco to buy me a full sheet cake so I could eat by my damn self.

Luckily(?) we have another party today so I still have a shot a cake. But that will be the first stop if there is no cake today. I know they are doing cupcakes and a smash cake today so I think the odds are 50/50 on if there will be some for adults.
