My mom asked since their store had them at 30% off and mine had them at 50% off, and customer service told her that it was up to the individual store. That sounds weird to me, but who knows.

They're full price at our closest store. The link water*drop posted says it's 50% off at the other store in town, but we're already home. Thanks for the link, though! I'll keep that handy!
Target clearance and regular pricing varies by location. So, yes one store can have it at 30% off, and another can have it at 50% off.
Typically, toy clearance is done on a Thursday, but toy clearance can be done up to one day early (on a Wed.)
ETA: We have Tegu Blocks, Magformers and Magnatiles. My 4 year old prefers the Tegu blocks, but none of them are played with on a regular basis. womp womp

Oddly enough, I went to another Target today which had several more boxes, but they were $55 on clearance as opposed to 50% off.
This was mine as well. I still got a box because with 5% off red card that's a decent deal.
Mine was the same. I got two boxes because they are the one thing my H wants on C's Christmas list. The two of them had a lot of fun together playing with them at a local children's museum recently.
I searched online to see which Targets, if any, in our vicinity had them in stock for the 50% off sale price and sent DH to pick up 2 sets. He comes home with the 2 sets and says one set was mis-marked, but they honored the price. Guys, the mis-marked set was $16.08, so we got 2 sets for $56.06. I'm tempted to go myself and check the price marked on all the other boxes.

What is Target's rule on returning items that are cheaper the following week? If I buy it today at 30% off and it goes 50% off this week, will they refund the difference?

No because clearance prices vary. If it was on sale they would but they aren't supposed to for clearance.
