I usually base this on my goals. If I'm in weight loss mode, I do cardio first so I have a ton of energy and get the most out of it. If I'm just trying to build strength, I lift first. Ideally you lift with good form regardless.

NROLFW tells me to lift and then do HIIT cardio*, so that's what I do even if I'm not following the program strictly.
*I also sort of hate the "strength" vs. "cardio" designations. I know what people mean by the terms, but if you're challenging yourself while lifting, your HR will definitely get up there! Just a random annoyance of mine (there are so many).
My general rule is where do I want to see the benefit. If I'm training for a race then I run before because that's my focus. If not, then I usually lift before because I'm lifting heavier/focusing on strength and also I'm not so sweaty
If I'm doing them in the same session, I lift first (after a 10 min run warm up). My lifting form is much better when I'm fresh and I personally am more likely to get injured from weights than running.
If I'm doing a 2 a day, I prefer to run in the morning and lift in the evening.

I don't do them in the same session. I either lift or do cardio, not both. If I had to do them both, I'd either spread them out thru the day or do lifting first so my form wouldn't be harmed by being tired.
I think it depends on your goals. I was pissed one week when my body pump teacher said that I shouldn't run before her class. I was training for a tri at the time and running was more important to me than strength training.
