If he's still waking up to eat I would I try to decrease evening bottles and add to daytime bottles. I also would put ds in his own room and when he fussed I sent in DH first to try and comfort. Honestly, time solved all problems, but that's probably not what you want to hear.
pacis everywhere black out curtains and this minky bumper that I got from carters. I started using around 8 months or so with dd1 and she loved that thing. She would scoot up to the edge of the crib and rub her head around it.
That's what I did for my crappy sleeper. She liked all of those things but was still a crap sleeper. 5 seems to be the magic sleeping age.
The A&A security blankets, we started giving it to DS right around P's age. He wouldn't take a pacifier but he loves to suck on the muslin fabric. Even know at 18 months he still uses it, but they get pretty gross and I had to buy a new set because they smell so bad, even with regular washing.
I haven't read the other replies yet, but R loves having the Pottery Barn Kids Chamois Stroller Blanket on her. It has some weight to it which I think might be key to her. She also likes it if we sort of rub it against her cheek, and she has an A&A issie security blanket in there too that she likes to rub on her face. Blackout curtains are also key for her but sometimes there is no getting her down without a bottle - I prep a 2-3 oz one before bed every night because she inevitably wakes up hungry most nights and then will immediately go back to sleep. fisher price soothe and glow seahorse. It plays for 5 min and then shuts off. The belly also lights up. It was (still is!) a lifesaver. DD will snuggle it and the lullabies ease her back to sleep.
