When I want my kids to clean up without a fight I tell them if they finish cleaning up before the timer goes off they can have 3 chocolate chips. Then I just keep yelling "hurry up! Timer's about to go off!" Until they're done.

I do this with M and Ms to get DS dressed. He has to be naked by the time I sing the ABCs one time through and dressed when I sing it again. He gets 2 candies. Totally worth it.
Oh yes, I'll set the timer for longer than I say I will and keep telling them it's almost over. But since DD1 is getting older, I have limited time on this.
We like to "race" to clean up. The winner gets a sticker or an oatmeal bar or something. Both boys race to pick up more toys than mommy. I always lose. (In that I don't pick up the fastest, oh darn!)

H takes Ds1 to school every morning. I have them race to see who can get ready faster. I tell H it's for DS1 but really it's for both of them. They'd still be walking circles in their underwear if it wasn't for the family competition we have every morning.

Yes, your time is limited. Mine are 7 and 8 now and it doesn't work anymore because they can both tell time. Motivating them to clean is getting harder and harder.
