I wouldn't be upset. If my kid doesn't eat dinner she doesn't get dessert. Even if it is gross those are the breaks.

Disclaimer my kid is 15 and it's been over a decade since I had a 3/4. I might have felt differently then. But now I just tell my kid to suck it up and follow the rules.

Broccoli Spaghetti? No No No! Why would they give that to kids? So they kid didn't eat lunch because it is gross and is probably hungry so they deny them a cupcake... That is so wrong.

Hey, I make a delicious broccoli spaghetti with olive oil, garlic, lemon, and a ton of parm. There's nothing crazy about broccoli pasta, people! (unless it's "noodles" made from broccoli because that's BULLSHIT.)
If she lets your daughter not have to eat lunch and still get a cupcake don't you think everytime there is a birthday party with treats no one will eat lunch?
That is a tough precedent to set. Then we will have posts here how no one wants birthday parties allowed at school because then their kid won't eat lunch on those days.
I am not a teacher but I feel bad they have to make these decisions based off of one kid who won't eat lunch. If no one eats broccoli spaghetti but Ethan than I guess there are a lot of cupcakes left over.
I don't know the answer but I can only assume the teacher did the best she/he could in the situation. Sometimes we don't have to be thrilled by every decision they make but at least give a little leeway that they are trying to do the right thing and be consistent. Sometimes our kid has to miss out on something small so as not to create a problem where there doesn't need to be one.
My kid might eat spaghetti with broccoli on top and I still say not okay. (I've bought edamame spaghetti before than that was a disaster. Texture is all wrong. Broccoli spaghetti sounds worse.)
If they want to enforce healthy eating, don't let people bring cupcakes. Don't punish little kids with food/denial of food.

I'm a teacher and I'd never deny my 4th graders a birthday cupcake, never mind a 4 year old! The teacher should have at the very least sent it home, but even that is bullshit. "Here honey, leave this delicious cupcake on your desk in a ziploc baggie and wait a few hours to eat it. Just sit back and watch your friends enjoy these treats. Don't forget to say happy birthday to little La-a!"

Teachers do not get to make the call to have one kid (or a few kids) left out of something like birthday cupcakes.
I'm going to repeat that they are 3 & 4. Everyone gets something or no one does.
