This year I think we're doing just lights and garland. It seems easier than toddler and ornaments.
This is exactly what we did with the exception of about 7 sentimental ornaments at the top. But, my kids are pulling on the ribbon and trying to put the lights in their mouths. So that's fun.

Garland should rest in between branches (not as deep in as lights though). I can't see doing that after there's already ornaments hanging on the tips of them.
Garland must go on after the lights and before the ornaments. If you put it on after the ornaments you are stuck putting it on whatever branches it happens to fit upon. No. Garland requires a beautiful swag that can only be accomplished without being encumbered by ornaments placed haphazardly on a tree. I am not breezy about garland!
@bigtowlittletoe I've been feeling nostalgic for that metallic fringe-y garland the last couple years. I might actually get some this year and give it a revival at my house.

I vote before. Sometimes I see a tree that has garland wrapped around at the end. It covers up ornaments and all I see is the barber pole effect and it looks off to me. I don't use garland but if I did, I'd want it to be subtle and highlight the ornaments, not be the finishing touch.
