Any thoughts on how to get this down? It's right by the street so leaving it isn't an option (DH thinks it is). Maybe 10 to 15 feet up. I'm leaning towards tossing a rope over the end and pulling from a distance. With the amount of trees damaged in the storm I doubt getting someone out will be fast.

If it is a city-owned tree call the city and describe it as "hazardous". If it is your tree, you can call an arborist to remove it safely. If it is only 15-20' up, it will be easy and take about a minute. The rope-pull method you describe can tear the bark and badly damage the tree.
We ended up giving the pruning saw a try. After cutting one side, it was off balance and rocked right down.
Then 10 minutes later the power company showed up to get any other limb down, was about to call them as it was hanging off a line. More snow tomorrow. Ugh. Hopefully won't be wet snow again. I'm glad we got the front lines pruned and the diseased trees taken down last summer. FIL was very behind in tree maintenance.
