That does look like eczema to me. I would first try Vaseline after a bath, slather him in it. I would say it's the weather/indoor heat but you don't live in the cold!

It was "cold" last week but back to the 80's this week It has been windy but these areas are covered by clothes ...
It kind of looks like D's ladybug. It started when I started cheating
She's had a few unsafe meals lately and it flared up but she sttn and had no GI issues. She hadn't had any patches for awhile until then.
Maaaaaan! I was afraid of that ugh!!! At least we've got D off dairy and gluten so I'll just be stricter With him. I was just occasionally sharing my cereal with him or letting him have a few goldfish that were left over
It does look like eczema. The most important thing we were told is to lock in the moisture after bath. So do lotion within 3 minutes of getting out. We've used aquaphor, vanicream, and A&D (the diaper cream). I prefer vanicream.
Mel and T both get similar patches and dry bumps. A dermatologist here told us not to worry and treat if it is bothering them. It can also flare up from going swimming we were told. They didn't tell us eczema, though, just dry skin or something. DH went and it was all in Icelandic so I don't know full details.
I agree with the others, that yes it looks like eczema. When V gets bad patches on her elbows I usually apply a thin layer of a steroid cream for a few days.
I talked with our allergist about V's eczema. I'd mentioned that other family thought it could be tied to eating oats. He said that eczema flair ups are necessarily caused by a reaction to eating a certain food, but that kids with food sensitivities are much more prone to eczema. I mean, there is lots of anecdotal evidence to the contrary, but that's what I was told.
