We generally do a pair of natives, flip flops and maybe saltwaters (I like to have a pair of dressier sandals, but neither of my girls really like them).
I found a used pair of Chaco sandals so those will be her beach and water shoes.
I will also get sneakers, flip flops, and white sandals. I'm not sure brands yet but I do really like SKR. If I can find Natives on sale I will probably get one of those too.

She has a couple of cheap pairs of sandals I bought on clearance last fall that will be for the beach or pool and a few pairs of sneakers--one Carter's, one Health Tex and some Keens sneakers that will probably still fit. But I do not spend very much on shoes in general for my kids.
1-2 pr sneakers (for daycare) 1 pr "dressy" shoes (mary jane style) 2 pr sandals (I have Natives & ON Native knockoffs coming, and I picked up some Stride Rite for Target Keen style sandals yesterday that I need to try on her to see if they fit)
DD will have a pair of gold Umis (similar to Saltwaters but with a velcro strap, they do come in white swizz but are not closed toe), a pair of Old Navy knock-off Natives (we prefer the Mary Jane style of these), and a pair of white Keds, Ella style.
I'm also going to grab a new pair of mini Melissa silver cat shoes because she loves them and maybe a pair of yellow saltwaters.
So far I've bought SKR MJ sneakers and regular sneakers. I also plan to get a pair of white sandals and something waterproof to wear to the splash pad, etc.
I want these but not for $48, so hopefully they have a good sale:

I'll get her a pair of Toms and a pair of white sandals.

So far we have light up sneakers (fug), mary jane sneakers, and two pairs of crocs. I need to get a nicer pair of sandals. She is currently kind of between sizes so I'm hoping her feet grow a little soon so she can fit into everything I just bought.

From a sale standpoint, I would sit tight until at least Easter, if not mid April.
On Easter weekend, you may see some on-line deals, as retailers often run a site-wide promo to increase traffic on what can be a slower weekend.
Easter is a bit earlier this year, so it leaves April without an event to ramp up to, especially as the weather warms up and people actually think about summer. I could see discounts and sales starting around mid April. In addition, they are getting early reads in warm markets, so slower sellers might take a markdown post-Easter.

Amazon did a shoe sale last spring for like 20% off, but I am not sure if they carry every style of SKR. I know I got DD1's pink sneakers there last year.
For this year, she's getting a pair of something navy (probably Tom's or something similar) and water shoes. I like a lot of the shoes at Osh Kosh. I bought her two pairs of sandals last summer, but she really never wore them b/c she needs closed-toe for daycare, so I'm not sure I should spend the money again.

Plus some other random sneakers and sandals. I plan for 4-5 pairs per season, but always end up over-buying. In reality we would be fine with just the natives, toms, and a dressier sandal.
Part of my problem is at age 3, C is just fitting into 7s while A is getting into 9s. And I love shoes.

DD has two pairs of saltwater sandals for this summer. Turquoise and white ones. She absolutely LOVES ON flip flops (they have the strap on the back) and practically lives in them.
I think thats all we need for the summer. Last summer she didn't wear tennis shoes from may until end of september.
I always have two pairs of SKR tennis shoes in rotation for every size. I generally get them for around $20-25, but she's moving into the bigger sizes so they are more expensive.
For summer I get her two pairs of Keens. I may look at the ON ones posted here last week.
For winter she gets a pair of snow boots, riding boots and furry boots.
