Usually pee with a few poop accidents, but they almost always happen when he is outside playing and doesn't want to come inside. I'm thinking he needs one because he's not going to want to get out of the pool to go to the bathroom. I have some mom friends that are acting like I'm crazy.

B is about 37% potty trained at the moment and we have been going diaperless so far. That's just for quick visits to the pool at our building though, for a longer period of time I would use one. Also, she give a TON of warning when she is pooping.

You don't want your kid to be the reason they have to call a code brown. Slap a diaper on that booty.
I would put him in a swim diaper, especially if you're at a public pool.
I LOVE love love these iPlay diapers. They look like regular swimsuits but have a built in swim diaper - super easy. If your kid would fit in the 3t, I'd do that for the summer.

Get some cute reusable swim diapers so it doesn't look babyish if you think he will have a problem with that. poop will shut down the pool. Better to have him in one until the accidents stop.
For a 3 year old, I'd do a reuseable swim diaper with regular swim trunks over it. The disposable swim diapers always stick up above the swimsuit and annoy me.
