Tough call, not a fan of horses or seeing pre-dawn. I could deal better with getting up early than being with a horse half a day.
I picked balloon, but I think the horses are a much better value and you know that you both would enjoy it.
Maybe there’s a balloon festival near your home you can go to sometime. The one that just happened here offered dawn, day, and dusk activities. No wake up required.
I spent my weekend crewing my friend's balloon at a rally in Colorado Springs, and I would not pick balloon because of a lot of the things I saw over the weekend as far as the paid balloons. The balloons that had paid passengers (only a handful are allowed to charge) seemed to play it a little more free and easy with the weather because they don't get paid unless they go up. Also, that is a lot of people in the basket. All the rides I've done as part of the crew have had me, the pilot and one of my kids and that is it. Those large baskets scare me and they scare many of the pilots I met as well because the balloons are so heavy and if there's an emergency, things could go wrong a lot faster.

Hot air balloon ride was one of my least liked travel experiences. Maybe if they strap you in. I was so scared of falling out I spent it crouched down with just my head poking out over the basket.
Just FYI, have you ever been horseback riding in Mexico? We booked a horseback tour a few years ago near Puerto Vallarta. We booked it through our resort so I don’t think it was a shady/bad company. The horses they brought for us were very skinny and unhealthy looking. We ended up skipping the horses and just sitting on the beach for a few hours. I hope that you don’t have this experience but felt I should mention it just in case.
