My neighborhood is doing a holiday potluck and I'm glad we're not in town for it. I've seen the inside of some of these people's houses and no thank you.
The point of leaving it out was to let it thaw. It thawed and was still cool to the touch - not warm. I'd give it the sniff test and still eat it if it was just me.

This is also why I won't eat my mother's cooking anymore. She plays way too fast and loose with "I think this is ok". And cool to the touch isn't cold. A soda can from a store is 'cool to the touch' but try drinking it and it definitely tastes like warm soda.

Correct. All chicken fit for human consumption is cooked to 160, so I'm not seeing a problem here.
Something that would be left raw or rare? Maybe not. Chicken does not fit that category.
It's been warmed on the counter to a temperature where bacteria will grow and multiply to dangerous levels. Even when it's cooked to 165, all the dangerous bacteria won't be killed.

Also - for those who play it fast and loose - E.coli and Staph.aureus produce heat STABLE toxins. So even if you cook the meat, the toxin will remain, and make you sick. Granted, those aren't usually the ones you think of for chicken food poisoning, but it is so not worth the risk.
