I'll try and make this clear.
October of 2017 my company did a big reorg and my former position was done away with. I ended up taking a new position with my boss, R, which ended up being a bit of a promotion (went from director to regional director). R had two direct reports, me and my peer, J. Because J works on huge accounts, she has a couple of managers under her. Because my accounts are smaller, I fly solo.
Fast forward to 2 months ago. R gets promoted. In conversations with R, she tells me that she make do a small team restructure. She then backfills her old position and J (my former peer) gets the job. I wait to see what happens and found out yesterday they posted J's old position and are interviewing.
Part of me wants to do a proposal where I suggest they promote me to Assistant VP, and just hire another manager to help me. I would then also be the supervisor to the other managers that J used to supervise. It would be a cost savings to the company as my promotion plus a manager would be cheaper than hiring another regional director. The other part of me thinks I'm just reacting to J being promoted and given I've only been in this promoted role for 18 months I should cool my jets.
If it matters, I score solidly on my performance reviews and R. had very nice things to say about me during my review last month. So, wwyd?
Wait, would this make you J’s only direct, since R only had two directs before? If so, that seems like an unstable place to be if there are cuts, as there is essentially an extra layer.

No, you are reading this correctly. It would go from 2 Regional Directors to 1 AVP, all under J (who is a VP). I wouldn't be adding a layer, but rather combining the positions and adding one 1 lower level staff for assistance.

You can certainly propose it. From an org design standpoint this isn’t the best idea. If they have done layoffs and reorganize before, this will very likely be looked at.
