This seems like a weird place to put this, but I'm going to do it anyway. IF (big IF) we wanted to plan a trip for us and our two kids to WDW in February or so of 2021, when should we contact someone (oh hey you can help me book TamiTaylor!) to start booking the trip?

So you can book a room only reservation 499 days in advance. For a package for 2021 I would suspect they will release 2021 dates anywhere from late spring to summer of 2020.
ETA: knx9211, 2020 packages were released June 18th.
Yeah, this is a really weird offer. I know the after 4:00 tickets are offered to conventioners, and I've also heard of an after 2:00 ticket for certain parks (like the water parks). But after 12:00 is just weird. I guess if you like to sleep in it would save you money?
The only think I can think of it's a way for Disney to control crowds or the timing of when people arrive.
Controlling entry times, limiting access to the EMH (they start at 6:00 am at Hollywood Studios after Star Wars Land opens!), and trying to attract the crowds that never materialized at the DL Star Wars Land over the summer would be my bet. Regardless, if we were planning a trip and if my kids were night owls I'd be buying these tickets in a heartbeat.
I don't think it's weird. On this board, it seems like most people recommend leaving the park mid day to rest and take advantage of pool time at the hotel.
If attendance is low mid day at the parks, it is an opportunity for Disney to get more people there and make even more money, so why not take advantage? And if someone is willing to come just at the worst time of day, they deserve a deal...mid day sucks most of the year. lol

I will probably purchase these. I'm doing the Wine and Dine half marathon weekend and had planned to skip the parks because the ticket prices were hard to justify for a half day. This is a more reasonable option.
We are not morning people and have literally never gotten to a park before 11am. These tickets are perfect for my family...but they’re smart in not allowing it more than 4 days. We go for 8-9 and just take it slow - if I only had four days that may be different. I would definitely still consider these. At a savings of maybe $30 a day pp I could save $400+
