They don't have to be in costume all day. There is a costume contest during the halloween party one afternoon. So they'd be in costume maybe an hour? All enjoy dressing up and want to win.

I am an elementary school teacher, so I am forced to do a group dress up every year. The last couple of years have been: M&M's, story book character, superhero (invent your own or traditional), emojis, "spread your wings" (anything with wings or that flies). We try to keep them easy and cheap. The emoji one cost 15 cents for the yellow cardstock.
I am a fan of puns: deviled egg, hot dog, chili (chilly) dog, sand witch (sandwich), etc.

Once I saw someone dress as Assault and Battery only one was a salt shaker and the other a Duracell. Maybe you could come up with more punny legal terms ones?
And I like the Carebear idea... and you could customize them to your form of law. Like you could use these punny ideas to be Appeal Bear or Defendant Bear, etc.

Oh and we did a group costume last year... our president is named Jack and has a handlebar-style white mustache... so we all put on fake handlebar mustashces, wore company shirts, and stood in a few big boxes and called ourselves "Jack in the Boxes." We won a prize.
So do you have someone in your company that you can respectively emulate?
Our school admin team last year did McCormick spices and were themed with their personalities. It was funny. My friend one year did “devils advocates” with her assistant. They had buttons that said things like “yay devil!” I feel like Lawyers could do something with that.

My firm turned 20 this year, and we had a 1999 (or at least 90s generally) themed anniversary party. People dressed up as Wayne & Garth, Flea of RHCP, TLC, one partner was Danny Tanner. I was impressed at the creativity and effort.

Should I be proud or embarrassed to admit that I had to google who Danny Tanner was? I realized that I never really watched Full House and didn't know the characters names at all (and I was prime TV age when that show started - like 9-14 yrs old)
One year when I was in the corporate world, my department did Saturday morning cartoons. Our area had a big window so we set it up to look like a TV screen and we decorated each of our workstations like the cartoon character we dressed as. One was a Ghostbuster (with a slimer hanging above his desk), one was a Carebear, I was Rainbow Brite, and I can't remember the others off the top of my head. It was a really fun one.
The school where I used to work did group costumes and one year was all Disney-themed.
Pick a prominent actor/actress and have each person be one of their famous roles.
My old office did this with Tom Hanks once and it was AMAZING. You should have seen the Woody costume. The movie I chose was a League of Their Own, FTR.
I also suggested Where's Waldo (everyone dress up in black, white and red - some people could even take turns being Waldo?). Crayons, m&ms, power rangers. Historic figures. Minions. The 1980s.

I was Rainbow Brite when I was 4! It's my favorite costume ever. My mom made it.
