If a tweet is actually worth posting, then it'll be worth the effort of adding text. Adding a tweet just to add a tweet is annoying as shit and clogs the threads with pointless drivel.

Txt/both. It takes like 6 seconds to copy and paste the text to go along with the tweet link. And I say that as someone who almost exclusively posts from her phone.

Twitter, but brownie points for summarizing. Even more brownie points if the tweet is from somebody who may not have name recognition (like most journalists) but would be considered a reputable source.
And add my voice to the pleas for fewer rando-tweets. If I wanted to read meme-ish responses and clapbacks from the peanut gallery of the internet, I'd go to twitter myself. Though IMO we can keep the stuff like Julian Castro responding to a Lizzo impeachment tweet with a reference to Truth Hurts, which is solid gold partly because of who is doing the tweeting.
