2. Can you see the flashing from inside your house if you have the windows/blinds open? Or is it only when outside?

2. Yes, inside the house. But honestly, from inside the house only if you are looking specifically that direction.
Also, they are visible from a playground where I walk the dog at night (often right around 10pm) that is 1/4 mile away from my house the opposite direction.

As a person with epilepsy, I'm irate! Those lights would 100% bring on a seizure for me. Having a seizure would completely derail my life for at least 6-12 months. It would strip all of my independence from me. So I say keep that language in the letter.
Yeah I don’t understand why the potential seizure element of this is being breezed over. Whenever there are flashing lights on a show or at a concert etc there is always a warning so why shouldn’t that be part of the email.
I always though the issue was with more of a strobe light type effect - these aren't blinking that rapidly so I wouldn't have associated them with seizures. That said, I and probably most people in this thread are privileged that we haven't had to deal with seizures so I really wouldn't feel comfortable making claims about what would or wouldn't cause one.

Generally, flashing lights between the frequencies of five to 30 flashes per second are most likely to trigger seizures. In order to be safe, the consensus recommends that photosensitive individuals should not be exposed to flashes greater than three per second.
I will provide updates as I get them. I expect this will take a long time to wind its way through the HOA system. But the ball has been started.
And yes, my concern about invoke a seizure risk was that I didn’t feel either of us had the expertise to saw it was or wasn’t. At best it would be a may or could, given what we know. Even given what has been said here, I don’t feel confident with more than a may or could. I’d be more definitive if we were talking migraine inducing. Plus, he just felt, to me, to be a rant where someone is throwing in something they see as plausible that is a stretch. Which is pretty much my job (someone complains about XYZ that could have done ABC, but didn’t actually do that, but you know, it could have. When actually it wouldn’t). So I’m extra sensitive to making claims that are actually known to be true.
For the record, I'd be apoplectic with rage and the first draft of my email would probably talk about fundamental human rights and the desecration of both quiet enjoyment of my home and local wildlife.
But I'd send my 5th draft. With that stuff gone. And with citations to municipal law and HOA policies in place.

Small update. We have been promised an inspection as soon as the weather allows. The quickness of the response makes me feel like no one has complained and they are concerned.
In my town l, this would probably reach town hall and be declared a public nuisance. So a letter to the HOA seems fairly mild in comparison. Lol. I would t have to do *anything * because someone would have been on it. And written up a whole report about how it was interfering with the nesting and migratory patterns of this or that local or endangered bird, some one else would have called the cops every night and the town hall would be up in arms I’d be sitting over here amused at the brouhaha.
