i'm of the opinion that too much liner at this age will make you look older. JMO. i think your eyes look great as is.
all my research on hooded eyes told me that I should not have liner high than, or touching the natural hood line. obviously, you can see I don't get much room. I only lined my direct lash line today and I feel like my eyes look bigget than they did yesterday. I find it odd that letting a tiny piece of skin can make such a difference, but whatever works.
I have hooded eyes and mine are smaller than yours but I rarely do liner and when I do, it's for going out and it's a Mac powder liner- which is eyeshadow applied with liner brush. And I just do it very lightly.
I second booby's recommendation of doing more mascara and highlighting in the corner. I also do highlighting on the browbone.
From yesterday, here's how the light brown ends up looking on the bottom. I also use shadow as a liner on top, but a darker color. You can see my blush is lower than most people like, but IDGAF.
Love the tight line on top. Ditto the other blush comments - pinker tone, higher up, more blended. Start the blush two finger-widths out from your nose, on the apples of your cheeks.

As mentioned, a peachier shade of blush, applied lightly on the apples and blended up and into your hairline.
For eye liner, get a liner brush. What might help is to just rub the brush directly on the eye liner you want to use (dark brown, probably not black) to get it on the brush (not a lot), and then use the brush to apply it to the outer edges of your eyes, top and bottom. It wont look like a "line", but will give definition. Then two layers of mascara.
