I have a changing pad on top of a dresser. My H uses it often but I always just change her on the floor because I'm short and the dresser is at an awkward height for me. I totally could have gone without it.
I always use our changing table - so I'm in the minority with a "yes"! I love out table - we also have limited space so it matched the mini-crib we have. Something about putting a changing pad on a dresser scared the bejesus out of me safety wise.

We have a contoured one and use the shelf liners to keep it from sliding. It's actually less tall than most changing tables I've seen, which worked for us height wise. It's 6 drawers, three across.
I had a changing table with my first and used it religiously. Moved, didn't take it with us, went without one for baby #2. I didn't miss it at all. But then, I'm not a germophobe at all and often changed him on the floor.
We had a stash of about 24 diapers to start with. As he grew, I figured out what I liked an didn't like, so I sold some and bought others. I highly suggest trying a bunch of types. I neve rthought I'd like the kind that ended up being my fave.
Whatever you choose to change the baby on, besides the changing pad make sure there is plenty of room to place the dirty diaper and clothes on. My mom has a changing table at her house and it's only big enough to hold the pad. So once I yank a dirty diaper off the kid, I'm usually fumbling for a place to put it, like on the floor or folded up on the windowsill until I can get him changed.

We have a shelf next to ours where we can put dirty diapers/clean onsie/cream etc. It's an easy reach with one hand while keeping one hand on baby.
