I can't stand Rick Perry (and yes, it kills me to say that as both a Texan and an Aggie), but he'd have to be flat out stupid to set this up when a)he doesn't have to and b)the majority of his constituents oppose it. Talk about political suicide.

As someone not insurable on the private market, I'd be pissed if I had to pay the same as a bronze plan in taxes/penalty and yet still not have coverage.
I found the governor of MS's response much better. He is setting up the exchanges because Mississippians should decide what is best for Mississipians, not the federal gov't. So at least the citizens of Mississippi will have an exchange even if they don't get expanded Medicaid coverage
Well hell if some Washington bureaucrat is going to come in with some namby pamby tree hugging talk about "oh but what about people with caaaaaancer, you can't just let them die" and "wah wah sick children who can't get coverage wah wah wah". I think that this could be his opportunity to put his mouth where his money is (no pun intended) and show the federal government that the states can do a better job by setting up the exchanges rather than not doing anything and letting the feds set it up. But that would mean him actually having to work and do something during this term as governor when it is easier to do nothing and just blame the big, bad federal government.

While I totally agree that Rick Perry doesn't want to do shit, I think most voters would not see the nuance if he did do what you're suggesting.
