All you have to do is get a certified copy of your passport or drivers license, along with a copy of a utility bill to prove your address and complete a short form. If you have access to a notary public/JoP (I do), it's a snap.

Could be. On the form I had to fill out it was clear that I'm in Australia, and they even gave me an Australian customer service number. So if they don't service your country, there's no way you can fudge where you are.
