Is your mom friendly with any of the other neighbors? She should talk to Thurman so they can keep an eye out for each other and call the cops again if it happens.

Glad the cops were called. That is beyond absurd for adults to act like that. Several years ago we had one teenager that would go flying through the neighborhood and there are a ton of kids here so we are very cautious. Dh finally had enough after he almost hit a kid and followed him to his house down the street. He didn't threaten him but gave him a good talking to because going 50+ in a neighborhood is just not smart. Luckily the kid was willing to listen to reason and realized that he could have killed the little kid if the kid hadnt been able to get out of the way in time. Thankfully after that he finally slowed down.
I have some awful neighbors that lucky for us, live down the street and not in the surrounding houses to mine. I've called the cops on them before and believe me, that stopped their antics. I found out years later that my next-door neighbor left a bag of dog poo in the back of their truck. I would never do that but it made me chuckle. It also made me realize that the rest of the neighborhood can't stand them either.

Were they intoxicated or something? It doesn't excuse this behavior at all, but I am just flabbergasted at how grown adults (and a whole group of them) act like this seemingly randomly.
Side note: I originally typed flaggerbasted instead and almost kept it lol.

Lol @ Thurman. She told some of the other neighbors and they're upset for her. I asked my mom if she left any of the details of this story out (it's entirely possible) but she says no. I was wondering too if the jackasses had her confused with someone else.

How old is your mom? Is it possible she misunderstood or is not really clear on what happened?
Please don't take that the wrong way. This is just a really bizarre situation. Even if someone was speeding I can't understand how spitting on their car is a logical course of action.

Okay, so she's young. I was just wondering if dementia could be at play here.
It sounds as though the people who live on her street have major issues. Has she or anyone else had problems with them before?

So, I get this situation. We lived in a master planned community with the pools and elementary school within the community. It was all families. We had a cluster of several houses that would play in soccer or hockey in the middle of the street...a main street off on entrance into the community. The kids would dart across the street or even throw the football in this direction.
These parents would hit the sides of cars if they felt the car was too fast and purposefully take their time moving the nets, etc. They hit my car once, and I stopped and asked their issue. One mother was screaming that I was speeding, would have killed her children. Cops were called. They were ticketed for disorderly conduct.
Speed limit in our neighborhood was 30. I was going 20. The mother was screaming that the speed limit is 15. Cops set her straight. Within a week she had placed hand made speed zone signs up and down the street with her speed zone. My favorite is when she would sit in a lawn chair and raise her speed limit sign a la crossing guard fashion to cars.
We were in the process of moving during all of this so I don't know the final outcome but the HOA was starting to get a ton of complaints.

I'm kind of still confused - these neighbors, there was a group of them just standing in the street? Why were they in the street in the first place?
Also, does your mom have video on her phone? Tell her to have her phone out and ready today when she goes home, and to record them if they start to harass her again. Then tell her to go home and call the cops.

This. I have seen this a few times as well. The spitting takes it to a whole new level though. That's assault.
