Restoring Gel Eye Liner & Mascara?

My gel eyeliner is starting to dry out, is there anything I can add to it to restore it? What about mascara, I wear it so infrequently that it dries out before I've used a third of a tube.

My sister swears by adding a couple drops of visine to it and mixing it up with the pointy end of a brush. She pats it down with her finger and has revived her eyeliner many times this way. I've never tried it (she wears gel eyeliner like once a month. I wear it everyday!)

I have also used saline for my mascara and it worked great
