I have a professional training to attend in a city that has an AF base. I'm planning to bring my sister with my to watch my kids while I'm working. If we stay on the AF base, is she allowed to be there without me if I get her a base pass? Can she take my kids to the pool/library/bowling alley/gym if I'm not with them? Is she even allowed to be in the hotel without me?
Our current base only checks IDs at the gate, commissary, and BX. I've never been asked for ID at the library, bowling alley, gym, etc. so a base pass wouldn't suffice if asked for ID in those instances.
Honestly, I don't think I'd stay on base. Your sister can take the kids out and about much more easily if you stay off base and she accesses non-military sites.
IME any of the locations you mention can check ID, and there's really no way to know for sure until you are there and trying to access them. Also, as part of signing on a non-ID holder, you are, in theory, supposed to be with them their entire time while they are on base...

Yeah, it's expected that you are "escorting" them while they are on base.
Because of this, we will no longer ever live on base if we have the option to live off base - it really kills the ability to have family come visit. (that, and my family requires checks beyond the norm for base access, as they are eeevvvilll foreign nationals...) (yes, note the sarcasm)
