So, basically they want to be zoned or whatever as a brewpub (which to me implies restaurant and, hence, a menu), not as a bar, which is what they technically are. And are doing the minimum to achieve that.
Ok then.
To me, a brewpub implies that you brew your own beer, nothing more.
A bar serves someone else's beer.

This reminds me that I had a liquor store in IN that I would call ahead to and they would bring my order to my car....all because I couldn't take dd in with me. Fun times.
H also got dd kicked out of her first bar at 3 weeks old. He knew the rules but took her to a new restraunt that he thought was a restraunt but they were technically a bar. So no minors allowed.
Hmmm. Maybe this is why they hold me I couldn't bring the baby to the bar at the airport in Indianapolis. I thought they were just judgy baby hating dicks who didn't want me to have a glass of wine.
Christmas and thanksgiving are the two holidays where it's appropriate to start with the booze as soon as you wake up.
I was watching the Today show on Thanksgiving a couple of years ago, and Martha Stewart was on. As they cut to commercial, the camera got a shot of her taking a GIANT swig of white wine. At 8:30am. It was awesome. I already liked Martha, but she's been my personal hero since that moment.
