Marble maze is pretty fun for us too. I will say it can occasionally be frustrating keeping the marbles away from our 1.5 year old, so depending on how mobile the 10 month old is and where their play spaces are might not be a great idea.
I ran these by my husband and he was like, "CHOKING HAZARDS." Blerg.
We got my nephew the Battat take apart air plane last Christmas when he was 3. The parts aren't that small and he still plays with it a year later. Last month when he turned 4 we got him a set of hot wheels track builder tracks/stunts. That was a big hit.
The 10-month-old will like the paper best of all so I'd get something practical mom and dad would appreciate like clothes, especially since she has an older sibling so they probably have plenty of toys.

I ended up getting Llama Llama books for the 10 month old. I thought about clothes, but my SIL and I have VERY different taste and I can't imagine she'd dress her baby in anything I bought for her.
The three year old is getting a light-up flashing noisy fighter plane (inspired by the Battat take-apart airplane, but without parts he can lose) and a costume fighter pilot helmet.
