Target and Kohl's aren't great with odd sizes. I recommend ordering online from Fresh Pair or Bare Necessities. Both have great return policies and sales, no need to pay Nordstrom prices!
I wear 34DD and 34DDD on my period, I have never seen a DD in a size smaller than a 40 at Target/Kohls, unfortunately you have to pay the money for the nice bras. The good thing is they usually last longer than the target ones.
I'm a 32DDD, sometimes 32DD, and I can certainly not find bras at Target. I think the closest they have is 34DD and that doesn't fit me. I have never shopped at Kohls so I can't answer for them. VS has some 32DD. Otherwise I buy bras online at herroom.com, figleaves.com, or barenecessities.com. You will find ALL sizes there, sizes you never even knew existed. GL! Oh, if you have Dillards, they have some of the more unusual sizes too, and at a lower pricepoint than Nordstrom.

I'm a 32D, which I would expect would be easier to find than 32DD, and they don't have them at target. I've had some luck (not much) at Macys, but I don't think they have 32DD.... Ditto figleaves.com.
How the hell were you measured at such different sizes over a relatively short amount of time? I got measured maybe like 2 years ago and now I'm thinking I should get measured again. Boobs are weird.
Check barenecessities.com, they have hard to find sizes.
Also ruelala does sales on LaMystere every once in a while which is definitely my favorite brand. They usually have some of the harder to find sizes as well, and they're about half price.
I would trust the Nordstrom sizing over VS. But it seems like the lingerie store should have gotten it right.
I would take all measurements at VS very lightly. They also annoy me because a bunch of their bras start at 34B and I'm a 32C. They keep trying to get me to buy the "sister size" which is a 34B but it just fits all wrong.
That happens to me too, I usually wear 32B bras even though they're way too large in the band. No one carries 28 band sizes, especially not where I live.
I agree with PP that if you're spending more on a bra it will be higher quality than the target bras and therefore last longer. I'd get at least 2 or 3 though, so you can rotate and not wear them out too quickly.
