Going with the mood thing...those who used to see white/gold have obviously had an upsetting thing happen in their life VERY recently (this post!) and now you're troubled. NOW it's blue/black because you have FEELINGS!
According to the girl who originally uploaded it on tumblr, it is blue & black in person. It's interesting that 3/4 of people on Buzzfeed see it as white & gold.
The only way in which emotions relate to the color of this dress is how discussion of this everywhere on the internet today is leading to people becoming unreasonably angry.

Every picture I've seen on my phone & most on DH's pc are blue/black. He pulled up one off of imgur.com and I saw white/gold while he saw blue/black. WHAT IS GOING ON?!?

All I see if white and gold in every different lighting in the house. My DD sees white/gold my DH green/gold. DH doesn't count though because I don't know WTF he is talking about. I have no clue how you all see any black, like anywhere. It is fascinating.
Also, wasn't there a thread a couple years back where it was asked 'what you see/do that is odd' or something. I know people stated when they think of months or a calendar in their mind it shows up different colors or in different orders. Anyways a lot of people said they always wondered if the shade of red/blue/yellow/whatever was exactly what everyone else saw. This makes me thing of that.
Ok - I was just able to switch back and forth between blue & white by tilting my phone in and out of the light and refocusing my eyes. So its a light thing, and if your eyes respond better to dim or brighter light.
So is it possible this is a really weirdly timed gif and it actually is changing colors? That's what I'm telling myself because now the OP is back to blue and black for me.

The first 3 answers I got when I asked people on Facebook were blue & gold, white & gold, and originally white & gold but now blue & black. So pretty much every answer in the book when combined with my blue & black.
I'm interested to see what DH says when he gets home.
