I apologize if there's already a thread about this. I only checked the last four pages.
How did you work yourself up to bright lip colors, and how did you choose the colors?
How much makeup do I need to wear to balance a bright lip? I've only used a little bit of makeup. Never anything very noticible. The brightest I've ever done is Benetint, and the darkest is Clinique black honey.
I know Chanel is recommended for choosing colors, but I absolutely cannot afford even one lipstick. I can afford one MAC lipstick, so they're an option. I have access to Sephora and Ulta.
A bright lip is so far out of my comfort zone, but my sister suggested it to take attention off the rest of me, and I like that idea.
I started pushing my lip gloss colors a bit first. Then I fell in love with a Maybelline Vivid color in Wild Rose and it all went down hill from there. The revlon lip crayons were helpful too.
Chanel's lip products are ridiculously overpriced. Take a look at some of the FOTD threads and you'll see some great bright lips at a variety of price points.
As far as other makeup goes, I always try to balance a bright lip with very soft/minimal eye and cheek looks.

You can start with a sheer gloss in a bright color. I like the elf jumbo gloss sticks ($2) and the NYX butter lip balms ($3). They'll give you color that's not as concentrated as a lipstick.
I'm sort of anything-goes with my makeup since I don't really like neutral lip colors, so I'm not a great source for proper pairings.
What do you mean "to take the attention off of the rest of you?" Wear whatever makes you feel good, and don't be afraid to push the limits of your comfort zone! If you feel good, you'll look good.

Rock a bold and bright lip. Like chilly said, it will do you good. Pink pigeon always makes me feel better.
kirra, my lipstick often gets bolder and brighter when I'm having a rough time. Everyone needs a little bit of fabulous in their lives and lipstick is a cheap way to do it.
I've got low contrast coloring in that my skin, hair, and eyes are close enough in color that I have to put some effort in balancing some of my bolder lipsticks. I'll usually do my eyes and blush like normal then adjust to usually add a bit more color to get the balance right after applying lipstick. Also, when in doubt just pop on a pair of big sunglasses. I have a few colors that are a little too much look by themselves but look perfectly balanced with sunglasses on.

The color payoff is awesome. I was a little unsure the first time I tried it, but I love it now and it was only $2!

My best tip is to wear it with confidence and don't let it wear YOU!
I like Revlon lip butters or NYX chubby sticks for this. It lets you build from a sheer color to start with, until you get comfortable with a more opaque and matte look.
I"m the big Chanel advocate... for picking the absolute right RED for you.
...but brights can be had at the drugstore level without going through all that.
IMHO, the best thing to do is to take a good look at the $1 Wet n Wild Lipsticks. Right now, all WnW is 40% off at Rite Aid, so you can get a BUNCH of lipsticks for 60 cents each. Buy the ones that are attractive to you and go play.
Here are some of those that I have and really like, in no particular order:

Just Garnet: (which I can't find a good pic of, but trust me it's a really pretty dark ruby color)

Also, Black Orchid and Copper Dust, for more dark bold colors... Cherry Frost for a red... Ready to Swoon for a pretty orangey red color...
the great thing about these is price. You can buy ten and try them all, play with them...

edit: there's more to love about the WnW dollar lipsticks than the price, they look great on, they last well longer than they should... and they're just pretty and fun.
In terms of picking a color... I'd say pick colors that you like, that go with the kind of clothes you wear... like, if you wear a lot of pastels, go with that. Jewel tones? Primary colors? Chances are, you've figured out what kind of clothes look decent on you, so start by staying in the same general color family.
What kind of coloring do you have? I love bold lipstick, but that's because it's the thing that works with me. I have paleish skin, dark hair, and deep-set hooded eyes. I can't really do dramatic eye makeup, and my coloring just cries out for big bold lip colors.
Ditto @momimatrix's suggestion of just getting a bunch of cheap Wet N Wilds to play with.
You don't have to put it on and immediately go to work wearing it. Try just wear it around the house at first, or out running errands. Once your eyes adjust to it being on you, it will feel great and you will realize that nobody is staring at you.
I think black mascara and a filled in brow help balance the face when you are wearing brighter or darker lipstick.
Here are some other drugstore lipsticks I have and really like...
A good gateway red, a red that's easy to wear even if you're kind of self conscious about reds... Revlon Colorburst Lip Butter in Candy Apple. It's sheer, kind of a step up from a gloss:
Speaking of glosses, don't discount them. NYX butter glosses have been mentioned, and they're a great gateway to bold.
If you're going to Rite Aid anyway to get the 60 cent WnW lipsticks, head over to Revlon. This gloss was discounted at mine, to like $2.50, and it's super pretty. Super Lustrous Lip Gloss in Berry Allure.

Pale skin, brownish hair, blue eyes (not a bright blue, more of a greyish blue) and sclera (the white part of your eye) that are either grey or blue depending on which specialist you talk to.

I have one and I HATED it, until I learned this: you have to put it on then let it dry. It's like paint. While it's still wet, don't touch it. Don't put your lips together or anything. Once it dries, it'll be on there but good, but when it's still wet it'll transfer and roll off and make a big mess.
If you do decide you like the bold colors, MAC is actually my favorite lipstick--their matte formula (I don't care for the creme). The staff can help you find a good color.
And for drugstore stuff, I think Revlon especially makes good lipsticks. Just choose a store that lets you return. I think Walgreens has that policy, but double check.
As for other make up, I wear almost nothing on my eyes. Sometimes literally only liner and mascara then normal blush. I like the look because I have really small eyes and wear glasses but have nice full lips, so it looks polished and draws attention to one of my best features.

You may want to put balm under it, as well.
Yes, a couple are the liquid lipsticks. I would have preferred the normal ones, but I liked those colors and they didn't have any in those colors. Thanks for the tips on how to use them
Lol when I was washing them off my arm those two liquid lipsticks were the only colors that didn't want to come off. I had to use makeup remover twice.
Chanel? Don't waste your money on chanel. I LOVE maybelline color vivids. If that's too bold, start with a bright revlon lip butter. They are bright but not completely opaque.
I think the key to wearing bright lipstick is to not have the color just sitting on top of your lips. Apply one layer, blend well into the lip either with a brush or fingers and then blot. I usually stop here. And add a gloss on top. If you are up for some more color, do two layers of lipstick. But the key is blending well and then blotting.
