I recommend gossmakeupartist on YouTube, his videos are really short and to the point, so you're not watching some teenage girl gab about nonsense for 10 minutes. He's got some really great, useful tips.
Eta- for an actual tip, I think it's helpful to know your eye shape when it comes to eyeliner. I have very round eyes, so I like to focus eyeliner on the outer third or so of my upper eyelid, to pull them out into more of an elongated shape. If there's too thick of a line in the middle of my eyelid, it only makes my eyes look rounder. Hope that makes sense.

Eyeliner takes practice and a sharp pencil. I will sometimes put eyeliner on even if I am not wearing any other makeup just to "perfect" my technique. The smudging technique is also good...I may have to try that!
My FAVORITE Youtube MUA for basic looks is Makeupgeek. She has a few basic makeup videos for doing different eye looks. My two HG brushes for eye shadow are the MAC 217 and the MAC 239. They are both about $22 each but I've had mine for four years and they still look and work like new. Totally worth the investment, IMO.

I agree 100%. The 239 is for putting shadow on your lid. The 217 is for putting it in your crease and blending.
If you are only going to get one brush then the 217 should be it.
TiffanyD is another great YouTube makeup guru. She has tons of tutorials, whether you are looking for a very basic, natural look for something dramatic. I've gotten a lot of tips from her, and discovered some new products.
Sigma also has some great brushes at a very affordable price. I have a couple eye and face brushes and love them just as much as my more expensive MAC brushes. But like Smo said, a small, dense eye brush for applying color and a domed fluffy brush for blending are a must.
