Is that their actual driveway to the left of the "carport"? If so I don't think that would be a legal parking spot anyway. At least here it wouldn't because you'd either block their driveway or block the crosswalk.
If that's the case then it wouldn't bother me. If that isn't a driveway to the left and they are indeed taking away a legal parking spot then yes, I'd report them.

Yes, it's their driveway to the left, and I have seen several cars (albeit small cars) parked in that spot before they've taken over.
but you can just reach across and touch it, right? It looks knee high. Ridiculous.

And tangentially, the cops just rang my bell (which woke the baby up, because the dogs barked) to visit my neighbors upstairs who had a big blow up (which I didn't hear, and why they rang my bell, I will never know). It's an exciting day 'round these parts.
Ha. I wish I could buy a fake sign without getting caught. My parking lot has two exits and people are always parking in front of one of them. My husband usually calls the cops but a few times they show up and do nothing since our car isn't blocked. That doesn't change the fact that some asshole is parked illegally. I like the cement block idea. I wonder if that's allowed.
Are you in NYC? Queens? Brooklyn was destroyed by this so I'm thinking it's made it's way to Queens. Illegal without a permit and that doesn't look like enough space to get a permit and they would still have to do a curb cut. You can call but good luck if you are in NYC. A bunch of these were approved on my husband's old block by someone in the buildings dept. who was later fired - for taking bribes.
I might park there and block him in. Especially if I had a piece of shit car. What a fucking asshole.
I wouldn't do this. When we lived in the city, there was a wide alley. One side was next to a house, the other side was a few garages, but garages that no one actually parked a car in. Someone put up these store bought "no parking on this side of the alley" signs and put them up on the house. Absolutely not city approved. So people would often park there - us included.
But every once in a while we'd get a ticket. And we were told "There are signs that say no parking". Even though they weren't CITY signs, the traffic people would still ticket us.
